Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on State Affairs was held on Sunday, July 11, 2021, in the Capitol Extension Auditorium, E1.004.

The chair called the meeting to order at 2:09 PM. There being a quorum present, the following business was transacted:

 

At 2:11 PM Senator Birdwell assumed the chair.

 

The chair laid out as a matter of pending business SB 1 and recognized the author, Senator Hughes, to explain the bill.

 

Senator Hughes sent up Committee Amendment 1 and moved adoption; The motion carried with a record vote of 6 ayes, 3 nays, 0 present not voting, and 0 absent.

 

Senator Hughes sent up Committee Amendment 2 and moved adoption; The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Hughes sent up Committee Amendment 3 and moved adoption; The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Hughes sent up Committee Amendment 4 and moved adoption; The motion carried with a record vote of 6 ayes, 3 nays, 0 present not voting, and 0 absent.

 

Senator Hughes sent up Committee Amendment 5 and moved adoption; The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Hughes sent up Committee Amendment 6 and moved adoption; The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Hughes sent up Committee Amendment 7 and moved adoption; The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Hall sent up Committee Amendment 8 and moved adoption; The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Hughes sent up Committee Amendment 10 and moved adoption; The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

 

Senator Hughes moved the Amendments be incorporated into the bill as a Committee Substitute. Senator Hughes moved that the adoption of the committee substitute; without objection, it was so ordered.

 

Senator Hughes moved that SB 1 do not pass but that CSSB 1 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 6 ayes, 3 nays, 0 present not voting, and 0 absent.

 

At 2:41 PM Senator Hughes resumed the chair.

 

There being no further business, at 2:42 PM Senator Hughes moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
