Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on State Affairs was held on Monday, August 30, 2021, in the Betty King Committee Room at Austin, Texas.

The chair called the meeting to order at 10:00 AM. There being a quorum present, the following business was transacted:

 

The chair laid out SB 83 and recognized the author, Senator Hughes, to explain the bill. 

 

The chair laid out SB 90 and recognized the author, Senator Hughes, to explain the bill.

 

Witnesses testifying and registering on SB 83 and SB 90 are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

Senator Hughes moved that SB 83 and SB 90 be left pending; without objection, it was so ordered.

 

At 10:23 AM Senator Hughes moved that the Committee stand recessed until 4:30 PM. Without objection, it was so ordered.

 

At 5:12 PM Senator Hughes reconvened the meeting.

 

The chair laid out HB 20, in lieu of SB 90 which was previously left pending, and recognized the Senate sponsor, Senator Hughes, to explain the bill. 

 

At 5:14 PM Senator Birdwell assumed the chair.

 

Senator Hughes moved that HB 20 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 7 ayes, 2 nays, 0 present not voting, and 0 absent.

 

Motions in Writing were received from Senators Nelson and Zaffirini.

 

At 5:15 PM Senator Hughes resumed the chair.

 

There being no further business, at 5:15 PM Senator Hughes moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
