Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Health & Human Services was held on Tuesday, March 23, 2021, in the Capitol Extension, Room E1.028, at Austin, Texas.

The chair called the meeting to order at 8:34 AM. A quorum being established at 8:34 AM, the following business was transacted:

The Chair made opening remarks:

 

 

 

The chair laid out SB 930 and recognized the author, Senator Zaffirini, to explain the bill.

 

Senator Buckingham sent up a committee substitute.  The chair recognized Senator Zaffirini to explain the difference between the committee substitute and the senate bill as filed.

 

The Chair called the following invited witnesses to provide testimony on SB 930. (See attached witness list).

 

Senator Kolkhorst moved that SB 930 be left pending; without objection, it was so ordered.

 

The chair laid out SB 464 and recognized the author, Senator Lucio, to explain the bill.

 

Senator Kolkhorst moved that SB 464 be left pending; without objection, it was so ordered.

 

The chair laid out SB 412 and recognized the author, Senator Buckingham, to explain the bill.

 

Senator Hall sent up a committee substitute.  The chair recognized Senator Buckingham to explain the difference between the committee substitute and the senate bill as filed.

The chair laid out SB 271 and recognized the author, Senator Perry, to explain the bill.

The chair laid out SB 1103 and recognized the author, Senator Seliger, to explain the bill.

The chair laid out SB 239 and recognized the author, Senator Powell, to explain the bill.

At 9:28 AM Senator Perry assumed the chair.

 

The chair laid out SB 966 and recognized the author, Senator Kolkhorst, to explain the bill.

The chair laid out SB 1137 and recognized the author, Senator Kolkhorst, to explain the bill.

 

The Chair called the following invited witnesses to provide testimony on SB 1137. (See attached witness list).

As a matter of pending business, the Chair laid out the following bills SB 966, SB 967, SB 1137, SB 239, SB 271, SB 412, SB 464, SB 930, SB 1103. Public testimony was heard on the bills.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

At 10:48 AM Senator Kolkhorst resumed the chair.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

There being no further business, at 11:23 AM Senator Perry moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
