Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Health & Human Services was held on Thursday, March 25, 2021, in the Senate Press Room, 2E.9, at Austin, Texas.

The chair called the meeting to order at 2:59 PM. There being a quorum present, the following business was transacted:

 

The following members arrived after the roll was called:

The chair laid out as a matter of pending business SB 73 and recognized Senator Powell, in the absence of the author, to explain the bill.

 

Senator Perry sent up a committee substitute.  The chair recognized Senator Powell to explain the difference between the committee substitute and the senate bill as filed.

 

Senator Powell then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Powell moved that SB 73 do not pass but that CSSB 73 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Hall submitted a motion in writing requesting to be shown voting aye on CSSB 73.

 

The chair laid out as a matter of pending business SB 271.

 

Senator Hall moved that SB 271 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent.

Senator Seliger moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 464. The motion carried with a record vote of 7 ayes, 1 nay, 0 present not voting, and 1 absent.

 

The chair laid out as a matter of pending business committee substitute SB 930.

 

Senator Powell then moved that the committee substitute be adopted; without objection, it was so ordered. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent.

 

The chair laid out as a matter of pending business SB 1103.

 

Senator Powell moved that SB 1103 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Perry moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Perry assumed the chair.

 

The chair laid out as a matter of pending business committee substitute SB 809 and recognized the author, Senator Kolkhorst, to explain the bill.

 

Senator Blanco sent up a committee substitute.  The chair recognized Senator Kolkhorst to explain the difference between the committee substitute and the senate bill as filed. Senator Seliger then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Hall moved that SB 809 do not pass but that CSSB 809 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent.

 

The chair laid out as a matter of pending business SB 967.

 

Senator Buckingham moved that SB 967 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent. Senator Powell moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business committee substitute SB 1137.

 

Senator Hall sent up a committee substitute.  The chair recognized Senator Kolkhorst to explain the difference between the committee substitute and the senate bill as filed. Senator Hall then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Blanco moved that SB 1137 do not pass but that CSSB 1137 be reported back to the Senate with the recommendation that it do pass and be printed.  The motion carried with a record vote of 8 ayes, 0 nays, 0 present not voting, and 1 absent.

 

Senator Kolkhorst resumed the chair.

 

There being no further business, at 3:10 PM Senator Kolkhorst moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
