The chair called the meeting to order at 9:02 AM. There being a quorum present at 9:12 AM , the following business was transacted:

The chair laid out SB 1397 and recognized the author, Senator Hinojosa, to explain the bill.

Senator Kolkhorst moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.

 

Pursuant to a motion made by Senator Kolkhorst to suspend Senate Rules 11.10 and 11.18, the Chair reconvened the Senate Committee on Health and Human Services at 10:30 p.m. in the Betty King Committee Room.

 

At 10:30 PM Senator Kolkhorst reconvened the meeting.

 

The chair laid out SB 1313 and recognized the author, Senator Hall, to explain the bill.

 

Senator Kolkhorst moved that SB 1313 be left pending; without objection, it was so ordered.

 

As a matter of pending business, the Chair laid out the following bills SCR 3, SB 437, SB 1310, SB 493, SB 640, SB 984, SB 1397, SB 1414,SB 1195, SB 1313, SB 1614, SB 1616, SB 454, SB 968, SB 969. Public testimony was heard on the bills.

 

Witnesses testifying and registering on the bills are shown on the attached list.

The chair laid out as a matter of pending business SB 239. Senator Perry moved the adoption of the committee substitute.  There being no objection, it was so ordered. Senator Perry moved that SB 239 do not pass but that CSSB 239 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 8 ayes, 1 nay, 0 present not voting, and 0 absent.

 

The chair laid out as a matter of pending business SB 1397.

 

Senator Perry moved that SB 1397 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Perry moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SB 1414.

 

Senator Perry moved that SB 1414 be reported favorably to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Perry moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

The chair laid out as a matter of pending business SCR 3.

 

Senator Perry moved adoption of the committee substitute. There being no objection, it was so ordered.  Senator Perry moves that SCR 3 do not pass but that the committee substitute adopted in lieu of do pass and be printed. Senator Perry moved that SCR 3 do not pass but that CSSCR 3 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent.

The chair laid out as a matter of pending business SB 966 and recognized the author, Senator Kolkhorst, to explain the bill.

 

Senator Seliger sent up a committee substitute.  The chair recognized Senator Kolkhorst to explain the difference between the committee substitute and the senate bill as filed.

 

Senator Powell moved adoption of the committee substitute for SB 966.  There being no objection, it was so ordered. Senator Powell moved that SB 966 do not pass but that CSSB 966 be reported back to the Senate with the recommendation that it do pass and be printed. The motion carried with a record vote of 9 ayes, 0 nays, 0 present not voting, and 0 absent. Senator Miles moved that the bill be recommended for placement on the Local & Uncontested Calendar; without objection, it was so ordered.

 

Senator Kolkhorst resumed the chair.

 

There being no further business, Senator Miles moved that the Committee stand recessed subject to the call of the chair at 2:28 AM on April 1, 2021. Without objection, it was so ordered.
