Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Redistricting, Special was held on Tuesday, September 28, 2021, in the Senate Chamber.

The chair called the meeting to order at 2:07 PM. There being a quorum present, the following business was transacted:
The chair made opening remarks.
At 2:10 PM Senator Hinojosa assumed the chair.
The chair laid out as a matter of pending business SB 4.
No witnesses testified or registered on the bill.
The chair moved that the public testimony be closed; without objection, it was so ordered.
Senator Huffman sent up Committee Amendment 1 (Plan S2108) and explained it.
The chair moved adoption of Committee Amendment 1 (Plan S2108). There being no objection, Committee Amendment 1 (Plan S2108) was adopted by unanimous consent. The chair then moved to reconsider the vote by which Committee Amendment 1 (Plan S2108) was adopted; there being no objection, it was so ordered.
Senator Huffman sent up Committee Amendment 2 (Plan S2126) which is an amendment to Committee Amendment 1 (Plan S2108) and explained it.
Senator Huffman moved adoption of Committee Amendment 2 (Plan S2126); there being no objection, Committee Amendment 2 (Plan S2126) was adopted by unanimous consent.
Senator Zaffirini sent up Committee Amendment 3 (Plan S2120) which is an amendment to Committee Amendment 1 (Plan S2108) and explained it.
Senator Zaffirini moved adoption of Committee Amendment 3 (Plan S2120); there being no objection, Committee Amendment 3 (Plan S2120) was adopted by unanimous consent.
Senator Alvarado sent up Committee Amendment 4 (Plan S2119) which is an amendment to Committee Amendment 1 (Plan S2108) and Senator Zaffirini explained it in the absence of the committee amendment’s author.
Senator Alvarado sent up Committee Amendment 4 (Plan S2119) and moved adoption. There being 5 ayes, 9 nays, 0 present not voting, and 1 absent, the adoption of Committee Amendment 4 (Plan S2119) failed.
The chair moved adoption of Committee Amendment 1 (Plan S2108), as amended. There being no objection, Committee Amendment 1 (Plan S2108), as amended, was adopted by unanimous consent.
Senator Huffman requested unanimous consent to incorporate the adopted committee amendments into a committee substitute; without objection, it was so ordered. Senator Huffman then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Huffman moved that SB 4 do not pass but that CSSB 4 be reported back to the Senate with the recommendation that it do pass and not be printed. The motion carried with a record vote of 12 ayes, 2 nays, 0 present not voting, and 1 absent.
The chair laid out as a matter of pending business SB 7.
Senator Huffman moved that SB 7 be reported favorably to the Senate with the recommendation that it do pass and not be printed. The motion carried with a record vote of 14 ayes, 0 nays, 0 present not voting, and 1 absent.
At 2:37 PM Senator Huffman resumed the chair.
There being no further business, at 2:39 PM Senator Huffman moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
