Pursuant to a notice posted in accordance with Senate Rule 11.10 and 11.18, a public hearing of the Senate Committee on Redistricting, Special was held on Monday, October 4, 2021, in the Senate Chamber.

The chair called the meeting to order at 9:07 AM. There being a quorum present, the following business was transacted:

 

The chair made opening remarks.

 

 

At 9:10 AM Senator Hinojosa assumed the chair.

 

The chair laid out as a matter of pending business SB 6.

 

Witnesses testifying and registering on the bill are shown on the attached list.

 

The chair moved that the public testimony be closed; without objection, it was so ordered.

 

At 11:10 AM the chair moved that the committee stand at ease.

 

At 11:28 AM Senator Hinojosa reconvened the meeting.

 

Senator Huffman sent up Committee Amendment 1 (Plan C2112) and explained it.

 

Senator Huffman moved adoption of Committee Amendment 1 (Plan C2112). There being no objection, Committee Amendment 1 (Plan C2112) was adopted by unanimous consent.

 

Senator Zaffirini sent up Committee Amendment 2 (Plan C2109) and explained it.

 

Senator Zaffirini moved adoption of Committee Amendment 2 (Plan C2109).  There being 5 ayes, 9 nays, 0 present not voting, and 1 absent, the adoption of Committee Amendment 2 (Plan C2109) failed.

 

Senator Zaffirini sent up Committee Amendment 3 (Plan C2110) and explained it.

 

Senator Zaffirini moved adoption of Committee Amendment 3 (Plan C2110).  There being 6 ayes, 9 nays, 0 present not voting, and 0 absent, the adoption of Committee Amendment 3 (Plan C2110) failed.

 

Senator Huffman requested unanimous consent to incorporate the adopted committee amendments into a committee substitute; without objection, it was so ordered. Senator Huffman then moved that the committee substitute be adopted; without objection, it was so ordered. Senator Huffman moved that SB 6 do not pass but that CSSB 6 be reported back to the Senate with the recommendation that it do pass and not be printed. The motion carried with a record vote of 9 ayes, 6 nays, 0 present not voting, and 0 absent.

 

At 11:38 AM Senator Huffman resumed the chair.

 

There being no further business, at 11:38 AM Senator Huffman moved that the Committee stand recessed subject to the call of the chair. Without objection, it was so ordered.
