BACKGROUND AND PURPOSE

Governor Greg Abbott issued a proclamation in 2021 certifying that the ongoing surge of individuals unlawfully crossing the Texas-Mexico border poses an ongoing and imminent threat of widespread and severe damage, including injury and loss of life, property damage and property crime, human trafficking and violent crime, threats to public health, and a violation of sovereignty and territorial integrity. H.B. 6 seeks to mitigate these threats by providing a supplemental appropriation to the trusteed programs within the governor's office for the construction, operation, and maintenance of border barrier infrastructure.

CRIMINAL JUSTICE IMPACT

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

RULEMAKING AUTHORITY

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS

H.B. 6 appropriates $1,500,000,000 from the general revenue fund to the trusteed programs within the governor's office for use during the two-year period beginning on the bill's effective date for the construction, operation, and maintenance of border barrier infrastructure.

EFFECTIVE DATE

On passage, or, if the bill does not receive the necessary vote, the 91st day after the last day of the legislative session.
