CONCURRENT RESOLUTION
         WHEREAS, John Billingsley of Dallas is receiving a
  Distinguished Alumni Award from the Texas Tech Alumni Association
  on November 17, 2023; and
         WHEREAS, Each year, the Texas Tech Alumni Association honors
  graduates of Texas Tech University who have made a significant
  impact on the lives of others through their professional
  achievements and community involvement; and
         WHEREAS, John Billingsley earned his bachelor's degree in
  business administration from Texas Tech in 1961, and before the age
  of 25, he founded an accounting firm that became one of the largest
  independently owned CPA firms in the state; in 1976, he purchased
  Western State Bank of Midland, and over the six years he served as
  its president and board chair, deposits increased from $10 million
  to $150 million; he has also been successful in real estate
  development; and
         WHEREAS, In 2009, Mr. Billingsley founded Tri Global Energy,
  LLC, and under his able leadership as chair and CEO, the company
  grew to become one of the largest wind developers in the United
  States; he sold the business in September 2022; he founded and
  currently serves as the chair and CEO of JBB Advanced Technologies,
  which focuses on the development of advanced technology solutions
  for a more sustainable future; he has been recognized at the state
  and national levels for his contributions to the renewable energy
  industry; and
         WHEREAS, The accomplishments of noteworthy alumni are a
  source of great pride to all those associated with Texas Tech, and
  John Billingsley is indeed deserving of this prestigious honor;
  now, therefore, be it
         RESOLVED, That the 88th Legislature of the State of Texas,
  4th Called Session, hereby congratulate John Billingsley on being
  named a Distinguished Alumni by the Texas Tech Alumni Association
  and extend to him sincere best wishes for the future; and, be it
  further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Billingsley as an expression of high regard by the
  Texas House of Representatives and Senate.
