R E S O L U T I O N
         WHEREAS, Dr. Jaime Chahin retired as dean of the Texas State
  University College of Applied Arts on August 7, 2023, following a
  distinguished career spanning 36 years with the institution; and
         WHEREAS, A skilled administrator and esteemed scholar,
  Dr. Chahin joined the university in 1987; he taught undergraduate
  and graduate courses in education and social work policy while
  focusing his research on migrants and Latino families; widely
  published, his work has appeared in peer-reviewed journal articles,
  monographs, and books; he was executive producer of two PBS
  documentaries, Mexican American Legislative Caucus: The Texas
  Struggle for Equality and Opportunity and The Forgotten Americans,
  a film about colonias along the Mexican-American border, which won
  a first-place award at the National Council on Family Relations;
  over the years, he has garnered more than $8 million in grants and
  contracts from foundations, corporations, and state and federal
  agencies; and
         WHEREAS, Dr. Chahin served as a lead expert witness in LULAC
  v. Richards, a South Texas class action lawsuit regarding higher
  education; committed to opening doors of opportunity, he was named
  a Kellogg Fellow and served as an advisor to the Kellogg Foundation
  ENLACE project, the Rockefeller Brothers Fund master teacher
  project, the Annie E. Casey Foundation, and the Institute for
  Higher Education Policy-Walmart Foundation first-generation
  student success initiative; he has conducted accreditation visits
  in Central and South America at the behest of the U.S. Department of
  State and served as an advisor to the Federal Reserve Bank; his
  myriad accolades include the Ohtli Award from Mexico's Ministry of
  Foreign Affairs and recognition as a Distinguished Alumnus by Texas
  A&M University-Kingsville, where he earned his bachelor's degree in
  sociology and political science; he also holds a master's degree in
  administration and policy and a doctorate in educational
  administration from the University of Michigan; and
         WHEREAS, Through his exceptional contributions to higher
  education, Jaime Chahin has earned the respect and admiration of
  innumerable people, and he may indeed reflect with pride on a career
  well spent; now, therefore, be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature, 4th Called Session, hereby congratulate Dr. Jaime
  Chahin on his retirement from Texas State University and extend to
  him sincere best wishes for continued happiness; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Dr. Chahin as an expression of high regard by the Texas
  House of Representatives.
