                   WHEREAS, The Senate of the State of Texas is pleased to  | 
         
         
            | 
                		
			 | 
            recognize Elizabeth Noel Harwerth on her appointment to the Order  | 
         
         
            | 
                		
			 | 
            of the British Empire by King Charles III of the United Kingdom;  | 
         
         
            | 
                		
			 | 
            and | 
         
         
            | 
                		
			 | 
                   WHEREAS, This prestigious honor is bestowed biannually by  | 
         
         
            | 
                		
			 | 
            the monarch of the United Kingdom upon eminent individuals who  | 
         
         
            | 
                		
			 | 
            have distinguished themselves through their exceptional service  | 
         
         
            | 
                		
			 | 
            and contributions to society; Noel Harwerth has been recognized  | 
         
         
            | 
                		
			 | 
            with this honor for her outstanding accomplishments and her  | 
         
         
            | 
                		
			 | 
            dedicated service in the field of international trade; and | 
         
         
            | 
                		
			 | 
                   WHEREAS, A Laredo native, Noel Harwerth serves as chair of  | 
         
         
            | 
                		
			 | 
            the UK Export Finance agency and is a member of the board of the  | 
         
         
            | 
                		
			 | 
            UK Department of Business and Trade; she earned her undergraduate  | 
         
         
            | 
                		
			 | 
            and juris doctor degrees from The University of Texas at Austin,  | 
         
         
            | 
                		
			 | 
            and she has made many notable achievements over the course of her  | 
         
         
            | 
                		
			 | 
            career in banking and trade; and | 
         
         
            | 
                		
			 | 
                   WHEREAS, Previously, Mrs. Harwerth served as chief  | 
         
         
            | 
                		
			 | 
            operating officer of Citibank International PLC in London; she  | 
         
         
            | 
                		
			 | 
            was appointed partnership director of the London Underground by  | 
         
         
            | 
                		
			 | 
            the Government of the United Kingdom and was appointed to the  | 
         
         
            | 
                		
			 | 
            board of the Tote and served as audit chair; and | 
         
         
            | 
                		
			 | 
                   WHEREAS, Highly respected for her leadership and expertise  | 
         
         
            | 
                		
			 | 
            in administration and finance, Mrs. Harwerth currently serves on  | 
         
         
            | 
                		
			 | 
            the boards of One Savings Bank and Scotia Bank Europe, and she has  | 
         
         
            | 
                		
			 | 
            previously held roles on the boards of such influential banks and  | 
         
         
            | 
                		
			 | 
            corporations as Standard Life, London Metals Exchange, and Bank  | 
         
         
            | 
                		
			 | 
            of England; she is also a liveryman of the Worshipful Company of  | 
         
         
            | 
                		
			 | 
            International Bankers, chair of the UK chapter of Woman Corporate  | 
         
         
            | 
                		
			 | 
            Directors, and a member of the International Women's Forum; and | 
         
         
            | 
                		
			 | 
                   WHEREAS, International trade plays a key role in creating  | 
         
         
            | 
                		
			 | 
            a more peaceful global society, and through her diligence and  | 
         
         
            | 
                		
			 | 
            strong leadership, Mrs. Harwerth has made significant  | 
         
         
            | 
                		
			 | 
            contributions to the United Kingdom; she credits her upbringing  | 
         
         
            | 
                		
			 | 
            and education in Laredo as the bedrock of her decades-long  | 
         
         
            | 
                		
			 | 
            success in international business, and she and her fellow Texans  | 
         
         
            | 
                		
			 | 
            may take pride in her many achievements and in the special  | 
         
         
            | 
                		
			 | 
            recognition bestowed upon her with this exceptional honor; now,  | 
         
         
            | 
                		
			 | 
            therefore, be it | 
         
         
            | 
                		
			 | 
                   RESOLVED, That the Senate of the State of Texas, 88th  | 
         
         
            | 
                		
			 | 
            Legislature, 4th Called Session, hereby commend Elizabeth Noel  | 
         
         
            | 
                		
			 | 
            Harwerth on her appointment to the Order of the British Empire  | 
         
         
            | 
                		
			 | 
            and extend to her sincere best wishes for continued success in  | 
         
         
            | 
                		
			 | 
            all of her endeavors; and, be it further | 
         
         
            | 
                		
			 | 
                   RESOLVED, That a copy of this Resolution be prepared for  |

            her as an expression of esteem from the Texas Senate. |
