BACKGROUND AND PURPOSE
Currently, the minimum population of a municipality in which the Texas Department of Housing and Community Affairs may administer a homeless housing and services program is 285,500. By decreasing this, more municipalities could receive help in serving their homeless populations. H.B. 2131 seeks to decrease the minimum population to 250,000.
