BACKGROUND AND PURPOSE
Currently, the Texas Department of Motor Vehicles offers the option for a car buyer to transfer their permanent metal license plates from their current car to their new car using a certain form. By electing to use this form, the dealers are not burdened with printing out a temporary paper tag or concerned with managing permanent metal tag inventory. Additionally, the buyer would not have to wait for metal plates to be shipped to the dealer and then have to return to the dealer to have them installed. H.B. 3862 seeks to ease the car buying process and reduce the amount of temporary paper license plates on Texas roads by requiring an application form for motor vehicle title and registration to allow the applicant to transfer license plates from another motor vehicle to the vehicle that is the subject of the application.

It is the committee's opinion that this bill does not expressly create a criminal offense, increase the punishment for an existing criminal offense or category of offenses, or change the eligibility of a person for community supervision, parole, or mandatory supervision.

It is the committee's opinion that this bill does not expressly grant any additional rulemaking authority to a state officer, department, agency, or institution.

ANALYSIS
H.B. 3862 amends the Transportation Code to require an application form for title and registration of a motor vehicle to include an option for the applicant to transfer license plates from another motor vehicle to the vehicle that is the subject of the application in accordance with applicable state law and to allow the applicant to attach to the application the appropriate form necessary for the transfer of the license plates.
