AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
As proposed, S.B. 2451 amends current law relating to personal information entered on the carrier envelope of a ballot to be voted by mail.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 86.002, Election Code, by adding Subsection (d-1) and amending Subsection (g), as follows:
(d-1) Requires the secretary of state to prescribe instructions to be printed on the balloting materials for marking the ballot envelope with the information required under Subsection (g).� Requires that the instructions:
(1) be printed in at least a 10-point font;
(2) not include the text "V.U.I.D." next to the space for the ID number; and
(3) contain the statement: "A voter registration number (V.U.I.D.) does not satisfy the requirement and should not be printed on the carrier envelope."
(g) Requires that the carrier envelope include a space, at least one half inch in height and two inches in width, that is hidden from view when the envelope is sealed for the voter to enter the following information:
(1)-(3) makes no changes to these subdivisions.
SECTION 2. Effective date: September 1, 2023.
