AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
In the past, Harris County has tried to divert money raised by the Harris County Toll Road Authority (HCTRA) to pay for other pet projects throughout the county. Money raised or allocated by HCTRA should only be used to fund road projects. S.B. 2515 makes it clear that any money allocated and collected by a toll road authority is restricted only for usage by that toll road authority on road projects.
As proposed, S.B. 2515 amends current law relating to the restriction of the use of toll road funds for road projects.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Section 284.003, Transportation Code, PROJECT AUTHORIZED; CONSTRUCTION, OPERATION, AND COST, by adding Subsection (h), to provide that money allocated and collected by a toll road authority is restricted only for usage by that toll road authority on road projects.
SECTION 2. Amends Section 284.0031, Transportation Code, OTHER ROAD, STREET, OR HIGHWAY PROJECTS, by adding Subsection (f), to makes conforming changes.
SECTION 3. Effective date: September 1, 2023.
