AUTHOR'S / SPONSOR'S STATEMENT OF INTENT
C.S.S.J.R. 86 proposes a constitutional amendment authorizing a statewide referendum allowing voters to indicate a preference for observing year-round standard time or daylight saving time and authorizing the legislature to enact legislation that gives effect to the preferred option.
RULEMAKING AUTHORITY
This bill does not expressly grant any additional rulemaking authority to a state officer, institution, or agency.
SECTION BY SECTION ANALYSIS
SECTION 1. Amends Article XVI, Texas Constitution, by adding Section 74, as follows:
Sec. 74. Authorizes the legislature by general law to:
(1) hold a statewide referendum that allows the voters to indicate a preference for either:
(A) observing standard time year-round; or
(B) observing daylight saving time year-round; and
(2) enact a law based on the results of the referendum providing for observing standard time year-round or observing daylight saving time year-round.
SECTION 2. Requires that the proposed constitutional amendment be submitted to the voters at an election to be held November 7, 2023. Sets forth the required language of the ballot.
