A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to the authority of a political subdivision to provide a |
|
universal basic income. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Chapter 140, Local Government Code, is amended |
|
by adding Section 140.014 to read as follows: |
|
Sec. 140.014. PROHIBITION ON PROVIDING UNIVERSAL BASIC |
|
INCOME. (a) In this section, "universal basic income" means |
|
unconditional cash grants of equal amounts issued on a regular |
|
basis to individual residents of a political subdivision. The term |
|
includes a basic income, monthly income, or minimum income paid to |
|
each individual resident of the political subdivision without |
|
regard to the individual's circumstances. |
|
(b) Notwithstanding any other law, a political subdivision |
|
may not adopt or enforce an ordinance, order, or other measure |
|
providing for a universal basic income. |
|
SECTION 2. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2023. |
