A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a study regarding the placement of rumble strips on |
|
highway shoulders. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. For purposes of this Act: |
|
(1) "Department" means the Texas Department of |
|
Transportation. |
|
(2) "Highway" means a road, highway, farm-to-market |
|
road, or street under the supervision of the state or a political |
|
subdivision of the state. |
|
(3) "Rumble strips" means any rough-textured or |
|
slightly raised or depressed road surface intended to alert motor |
|
vehicle operators through noise and vibration. |
|
SECTION 2. (a) The department shall conduct a study that |
|
identifies and assesses the optimal placement of rumble strips |
|
along highway shoulders to permit use of the shoulders by farm |
|
equipment in a manner that: |
|
(1) does not impede the movement of traffic on the |
|
highway; and |
|
(2) maintains the functionality of the rumble strip |
|
as a safety feature for motor vehicle operators. |
|
(b) The department may collaborate with another state |
|
agency or a research division of an institution of higher education |
|
in this state to conduct the study. |
|
(c) Not later than December 1, 2025, the department shall |
|
prepare and submit to the legislature a written report containing |
|
the results of the study and any recommendations for legislative or |
|
other action. |
|
SECTION 3. This Act expires January 1, 2027. |
|
SECTION 4. This Act takes effect September 1, 2023. |
