A BILL TO BE ENTITLED
 
AN ACT
  relating to the compilation and reporting of statistics involving
  sexual assault victims who receive a forensic medical examination
  before reporting the assault to law enforcement.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter G, Chapter 56A, Code of Criminal
  Procedure, is amended by adding Article 56A.3031 to read as
  follows:
         Art. 56A.3031.  DELAYED REPORTING BY SEXUAL ASSAULT VICTIMS;
  COMPILATION OF STATISTICS. (a)  In this article, "department"
  means the Department of Public Safety. 
         (b)  The department shall compile and maintain statistics on
  the number of victims of sexual assault in each calendar year who
  have reported the sexual assault to a law enforcement agency after
  receiving a forensic medical examination under Article 56A.303,
  regardless of the year in which that examination was performed.  
  Statistics compiled and maintained under this subsection may not
  include identifying information of a victim.
         (c)  Not later than September 1 of each even-numbered year,
  the department shall:
               (1)  report the statistics compiled by the department
  under Subsection (b) to the standing committees of the house of
  representatives and senate with primary jurisdiction over criminal
  justice issues; and 
               (2)  post the statistics compiled by the department
  under Subsection (b) on the department's Internet website.
         SECTION 2.  This Act takes effect September 1, 2023.
