A BILL TO BE ENTITLED
|
|
|
AN ACT
|
|
|
relating to a study and report on the establishment and |
|
|
implementation of a program that provides financial assistance to |
|
|
property owners who offer housing to veterans at risk of |
|
|
homelessness. |
|
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. (a) In this section, "council" means the Texas |
|
|
Interagency Council for the Homeless. |
|
|
(b) The council shall conduct a study to evaluate the |
|
|
feasibility, methods, and costs of establishing and implementing a |
|
|
program that provides financial assistance to property owners who |
|
|
offer housing to veterans at risk of homelessness. |
|
|
(c) In conducting the study, the council shall: |
|
|
(1) evaluate and identify any sources of funding that |
|
|
might be available to cover the probable cost of the program; |
|
|
(2) evaluate methods that have been implemented by |
|
|
other states to provide a similar program; and |
|
|
(3) identify the state agency or agencies that could |
|
|
most efficiently implement and administer the program. |
|
|
(d) Not later than September 1, 2024, the council shall |
|
|
submit to the legislature a written report on the results of the |
|
|
study and any recommendations for legislative or other action. |
|
|
(e) This section expires September 1, 2025. |
|
|
SECTION 2. This Act takes effect immediately if it receives |
|
|
a vote of two-thirds of all the members elected to each house, as |
|
|
provided by Section 39, Article III, Texas Constitution. If this |
|
|
Act does not receive the vote necessary for immediate effect, this |
|
|
Act takes effect September 1, 2023. |
