A JOINT RESOLUTION
|
|
|
proposing a constitutional amendment relating to the right of a |
|
|
property owner to conduct activities necessary to secure basic |
|
|
human needs. |
|
|
BE IT RESOLVED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
|
SECTION 1. Article I, Texas Constitution, is amended by |
|
|
adding Section 36 to read as follows: |
|
|
Sec. 36. (a) An individual in this state has the right to |
|
|
conduct activities on the individual's homestead property to secure |
|
|
access to food, water, electric power, and shelter, subject to laws |
|
|
protecting public health and safety. |
|
|
(b) The legislature may enact laws to protect this right. |
|
|
SECTION 2. This proposed constitutional amendment shall be |
|
|
submitted to the voters at an election to be held November 7, 2023. |
|
|
The ballot shall be printed to permit voting for or against the |
|
|
proposition: "The constitutional amendment recognizing the right |
|
|
of an individual to act to secure access to food, water, electric |
|
|
power, and shelter on the individual's homestead property, subject |
|
|
to laws that protect public health and safety." |
