R E S O L U T I O N
         WHEREAS, Residents of Kerr County lost an admired civic
  leader and friend to many with the passing of Herbert Allen Baldwin
  on March 21, 2022, at the age of 73; and
         WHEREAS, The youngest child of Cecil and Fannie Mae Baldwin,
  "Buster" Baldwin was born in Fredericksburg on May 11, 1948; he
  attended schools in Hunt and Kerrville; in 1972, he met his future
  wife, Debbie, and they eloped on December 3 of that year; they were
  blessed with two children, Bonnie and Jesse, and their family later
  grew to include nine grandchildren, Taylor, Emily, Bailey Jo,
  Joshua, Titus, Abby, Libby, Hudson, and Judah; Mr. Baldwin loved
  supporting them all at their many athletic events; and
         WHEREAS, In 1982, Mr. Baldwin joined the Hunt school board,
  and he went on to become district director for U.S. Congressman Tom
  Loeffler; he was elected to the Kerr County Commissioners Court
  from Precinct 4 in 1987 and served until 1991, when he began a
  five-year tenure as district director for State Representative
  Harvey Hilderbran; from 1997 to 2016, he represented Precinct 1 on
  the commissioners court; during nearly a quarter century on the
  court, he played a key role in such projects as the renovation of
  the courthouse annex and Turtle Creek School, the creation of new
  district courtrooms, the passage of a bond to renovate the county
  jail, and improvements to the Hill Country Youth Event Center; he
  was admired by all for his diligence, dedication, and candor, and he
  brightened the days of many with his sense of humor and gift for
  storytelling; and
         WHEREAS, Mr. Baldwin set an example of strong faith, and he
  reveled in life's simple pleasures; passionate about music, he
  enjoyed playing washtub bass with several groups; over the years,
  he was seldom seen without a cherished canine companion by his side;
  and
         WHEREAS, Deeply devoted to his family and his community,
  Buster Baldwin made a meaningful difference in the lives of his
  loved ones and fellow citizens alike, and his contributions will be
  fondly remembered for years to come; now, therefore, be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature hereby pay tribute to the memory of Herbert Allen
  Baldwin and extend sincere sympathy to all who mourn his passing;
  and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Buster
  Baldwin.
