R E S O L U T I O N
|
|
WHEREAS, Citizens of Lewisville are mourning the loss of Jay |
|
Patrick Powell, the assistant chief of the city's police |
|
department, who passed away on January 6, 2023, at the age of 52; |
|
and |
|
WHEREAS, Jay Powell was born in Denton on March 7, 1970, to |
|
Pat and Rebecca Powell; he graduated from Denton High School in |
|
1988, and he studied accounting at the University of North Texas, |
|
where he received a master's degree in 1993; and |
|
WHEREAS, In 1994, Mr. Powell embarked on his law enforcement |
|
career, achieving recognition as the valedictorian and |
|
distinguished recruit of his basic academy class with the |
|
Lewisville Police Department; rising to the rank of assistant |
|
police chief in 2014, he took on a broad range of duties and was |
|
charged with oversight of the Support Operations Bureau; moreover, |
|
he supervised officers in training, traffic, and criminal |
|
investigations, and he was also involved in departmental issues |
|
concerning personnel, budget, and community resources; and |
|
WHEREAS, During his nearly three-decade-long career with the |
|
Lewisville force, Assistant Chief Powell earned a reputation for |
|
his bravery and integrity and for his willingness to come to the aid |
|
of anyone in need; a graduate of the FBI National Academy, he was |
|
widely respected, and he was honored with multiple service awards |
|
over the course of his tenure; and |
|
WHEREAS, Mr. Powell and his wife, Rhonda, shared a rewarding |
|
marriage that spanned more than a quarter century; a lifelong |
|
resident of Denton, he entertained throngs of trick-or-treaters |
|
every year with his elaborate Halloween displays and costumes; and |
|
WHEREAS, A devoted public servant, Jay Powell made a |
|
meaningful difference in the lives of all those who had the |
|
privilege of knowing him, and he leaves behind a record of service |
|
that his loved ones can remember with pride; now, therefore, be it |
|
RESOLVED, That the House of Representatives of the 88th Texas |
|
Legislature hereby pay tribute to the life of Assistant Chief Jay |
|
Patrick Powell of the Lewisville Police Department and extend |
|
heartfelt sympathy to all who mourn his passing; and, be it further |
|
RESOLVED, That an official copy of this resolution be |
|
prepared for his family and that when the Texas House of |
|
Representatives adjourns this day, it do so in memory of Jay Powell. |
