R E S O L U T I O N
         WHEREAS, Rita "Kathy" Blair is concluding her term as
  president of the Texas State Association of Parliamentarians on
  April 30, 2023; and
         WHEREAS, Ms. Blair became involved in parliamentary work
  while serving the Texas Parent Teacher Association and later the
  International School in Switzerland; she joined the National
  Association of Parliamentarians and the Texas State Association of
  Parliamentarians in 2007, and the following year, she became a
  founding member of the Golden Triangle Parliamentarians, a unit of
  the state association; and
         WHEREAS, Over the course of her tenure with TSAP, Ms. Blair
  has held numerous leadership positions, including first and second
  vice president, recording secretary, convention co-chair, chair of
  the education committee, and trustee chair of the TSAP Education
  Endowment Fund; she has also served as a member of the nominating
  and bylaws committees as well as a state delegate at events for the
  national association; most recently, she has ably led the state
  association during her term as president from 2022 to 2023; and
         WHEREAS, Ms. Blair earned her credential as a registered
  parliamentarian in 2020, and she has shared her knowledge of
  parliamentary procedure with a number of civic and nonprofit
  organizations; in addition, she has served as a judge at student
  competitions for Family, Career, and Community Leaders of America;
  and
         WHEREAS, Born in Germany, Ms. Blair grew up in San Antonio,
  and she attended Louisiana State University Health School of
  Nursing in New Orleans before getting married and raising a family;
  in her leisure hours, she enjoys quilting, woodworking, traveling,
  and spending time with loved ones; and
         WHEREAS, Through her contributions as president of the Texas
  State Association of Parliamentarians, Kathy Blair has played a
  vital role in advancing the field of parliamentary services across
  the Lone Star State, and her achievements will continue to be
  appreciated for years to come; now, therefore, be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature hereby recognize Kathy Blair for her service as
  president of the Texas State Association of Parliamentarians and
  extend to her sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Blair as an expression of high regard by the Texas
  House of Representatives.
