R E S O L U T I O N
         WHEREAS, Bill Waters is retiring as principal of Central High
  School in the San Angelo Independent School District at the end of
  the 2022-2023 school year, drawing to a close an exemplary career
  that has spanned more than three decades in public education; and
         WHEREAS, A graduate of Angelo State University, Mr. Waters
  holds a bachelor's degree in science and math, a master's degree in
  middle management, and superintendent certification; he joined
  SAISD right out of college and taught math at Edison Junior High and
  Glenn Middle Schools; a skilled administrator, he served for nine
  years as principal of Glenn Middle School before his appointment as
  principal of Central High in 2008; and
         WHEREAS, Mr. Waters earned regional honors from the Texas
  Association of Secondary School Principals in 2012, and he received
  a 2021 Distinguished Administrator Award from the Texas Music
  Educators Association; under his enthusiastic leadership, fine
  arts programs have flourished at Central, with many award-winning
  seasons in University Interscholastic League and TMEA competition;
  he has worked tirelessly to engage students and spark a passion for
  learning, and he has championed extracurricular activities, from
  football to orchestra, that allow youngsters to explore their
  interests and connect with others; and
         WHEREAS, Known for his empathy and approachability,
  Mr. Waters has taken strong stands for the well-being of students
  and teachers alike; his powerful speech warning of heightened
  pressures on youth and faculty in the wake of the COVID-19 pandemic
  struck a chord with educators across the state and went viral on
  social media; in all his endeavors, he enjoys the love and support
  of his wife, Jody, also employed by SAISD, and their two children,
  Jordan and Wyatt, both Central High alumni; and
         WHEREAS, Throughout his long career, Bill Waters has
  exemplified the highest ideals of his profession, fostering a
  dynamic, nurturing environment to help generations of students
  build a strong foundation for success; now, therefore, be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature hereby congratulate Bill Waters on his retirement from
  the San Angelo Independent School District and extend to him
  sincere best wishes for the future; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Mr. Waters as an expression of high regard by the Texas
  House of Representatives.
