R E S O L U T I O N
|
|
|
BE IT RESOLVED by the House of Representatives of the State of |
|
|
Texas, 88th Legislature, Regular Session, 2023, That House Rule 13, |
|
|
Section 9(a), be suspended in part as provided by House Rule 13, |
|
|
Section 9(f), to enable the conference committee appointed to |
|
|
resolve the differences on Senate Bill 28 (relating to financial |
|
|
assistance provided and programs administered by the Texas Water |
|
|
Development Board) to consider and take action on the following |
|
|
matters: |
|
|
(1) House Rule 13, Section 9(a)(2), is suspended to permit |
|
|
the committee to omit text not in disagreement in proposed SECTION 2 |
|
|
of the bill, by omitting text in added Section 15.153(a), Water |
|
|
Code. The omitted text reads: |
|
|
the acquisition or creation of |
|
|
Explanation: The change is necessary to limit the purposes |
|
|
for which money in the new water supply for Texas fund may be used. |
|
|
(2) House Rule 13, Section 9(a)(2), is suspended to permit |
|
|
the committee to omit text not in disagreement in proposed SECTION 2 |
|
|
of the bill, by omitting added Section 15.153(b)(1)(A), Water Code. |
|
|
The omitted text reads: |
|
|
(A) the acquisition of water from other states; |
|
|
Explanation: The change is necessary to limit the purposes |
|
|
for which money in the new water supply for Texas fund may be used. |
|
|
(3) House Rule 13, Section 9(a)(2), is suspended to permit |
|
|
the committee to omit text not in disagreement in proposed SECTION 2 |
|
|
of the bill, by omitting text in added Section 15.153(b)(3), Water |
|
|
Code. The omitted text reads: |
|
|
only for the acquisition or transfer of water originating outside |
|
|
this state |
|
|
Explanation: The change is necessary to limit the purposes |
|
|
for which money in the new water supply for Texas fund may be used. |
|
|
(4) House Rule 13, Section 9(a)(2), is suspended to permit |
|
|
the committee to omit text not in disagreement in proposed SECTION 6 |
|
|
of the bill, by omitting added Section 15.502(d), Water Code. The |
|
|
omitted text reads: |
|
|
(d) The comptroller may not use the fund for certification |
|
|
under Section 49a, Article III, Texas Constitution. |
|
|
Explanation: The change is necessary to clarify the purposes |
|
|
for which the Texas water fund may be used. |
