R E S O L U T I O N
         WHEREAS, All who shared in the life of Richard F. Garrett were
  deeply saddened by his passing on February 24, 2023, at the age of
  81; and
         WHEREAS, The son of William and Mary Rapson Garrett, Dick
  Garrett was born in Mt. Carmel, Illinois, on July 4, 1941, and he
  grew up with the companionship of two brothers and one sister; and
         WHEREAS, Mr. Garrett retired from a long and rewarding career
  with ARCO/BP, during which he worked in the U.S. and in various
  other countries; he enjoyed reading, traveling, photography, and
  spending time with his loved ones; and
         WHEREAS, Above all else, Mr. Garrett took great pride in his
  daughters, Sheila and Christina, and with the passing years, he had
  the pleasure of welcoming into his family three grandchildren,
  Shelby, Emma, and Matthew; and
         WHEREAS, Although Dick Garrett will be greatly missed, he has
  left his family and friends with a wealth of memories that they will
  forever cherish; now, therefore, be it
         RESOLVED, That the House of Representatives of the 88th Texas
  Legislature hereby pay tribute to the memory of Richard F. Garrett
  and extend sincere condolences to the members of his family: to his
  daughters, Sheila Garrett Jenkins and Christina Garrett Guzman and
  her husband, Manuel Guzman III; to his grandchildren, Shelby
  Jenkins Wilkinson and her husband, Jeffrey Wilkinson, Emma Guzman,
  and Matthew Guzman; and to his other relatives and friends; and, be
  it further
         RESOLVED, That an official copy of this resolution be
  prepared for his family and that when the Texas House of
  Representatives adjourns this day, it do so in memory of Dick
  Garrett.
