SENATE CONCURRENT RESOLUTION
         WHEREAS, 19 school children were murdered and two teachers at
  Robb Elementary in Uvalde, Texas on May 24, 2022, and
         WHEREAS, hundreds of law enforcement officials, including at
  least 91 Department of Public Safety (DPS) troopers and rangers,
  waited 77 minutes before ending the slaughter of innocence while
  children and teachers bled out on the floor of their classroom; and
         WHEREAS, the failure to intercede on behalf of the injured
  and mortally wounded may have led to the death of several children
  and, at least, one teacher, and exacerbated the wounds of other
  victims; and
         WHEREAS, the failure on behalf of the law enforcement
  officials, including DPS employees, to adequately and efficiently
  care for the wounded may have further aggravated the injuries and
  suffering of the victims; now, therefore, be it
         RESOLVED, by the Legislature of the State of Texas, That a
  student or teacher injured or killed during the attack on Robb
  Elementary on May 24, 2022, with a claim based on the conduct or
  negligence of a state employee is granted permission to sue the
  State of Texas and any of its agencies, departments, bureaus,
  boards, commissions, offices, councils, courts, and institutions
  of higher education subject to Chapter 107, Civil Practice and
  Remedies Code, for damages authorized by law.
