SENATE RESOLUTION
         WHEREAS, The Senate of the State of Texas is pleased to
  recognize Juan "Trey" Mendez III for his public service as mayor
  of Brownsville; and
         WHEREAS, Mayor Mendez was elected to the Brownsville
  mayoral office in 2019; throughout his service in public office,
  he has been noted for his focus on higher education, expanding
  broadband connectivity, and economic development; and
         WHEREAS, The second youngest mayor in Brownsville's
  history, Mayor Mendez previously served for almost a decade at
  Texas Southmost College; as mayor, he promoted affordable
  tuition at the community college, which led to a tuition
  reduction of 40 percent and the highest enrollment rate in the
  institution's history; and
         WHEREAS, Mayor Mendez was instrumental in the building of  
  middle-mile infrastructure in Brownsville, which had been named
  the least connected community in the United States; he received a
  New Century Cities Change Maker award for his work expanding
  broadband connectivity in the Rio Grande Valley; and
         WHEREAS, Throughout Mayor Mendez's tenure, Brownsville has
  focused on becoming a Space City; it is home to SpaceX, and Spaced
  Ventures and the Space Channel have relocated to Brownsville,
  bolstering the economy and designating the town as a place where
  new technology thrives; also under Mayor Mendez's governance,
  Tesla opened a delivery and service center; and
         WHEREAS, Mayor Mendez has been a dedicated and
  forward-thinking public servant for the past four years, leading
  his city into an era of new opportunities and greater inclusion;
  it is truly fitting that he receive special recognition as he
  moves on from his role as Brownsville's mayor; now, therefore, be
  it
         RESOLVED, That the Senate of the State of Texas, 88th
  Legislature, hereby commend Mayor Trey Mendez on his exceptional
  service to the people of Brownsville and extend to him best
  wishes for continued success in all his future endeavors; and, be
  it further
         RESOLVED, That a copy of this Resolution be prepared for
  him as an expression of esteem from the Texas Senate.
