R E S O L U T I O N
         WHEREAS, Kristi Daugherty was recognized as one of El Paso
  Inc.'s 2022 Women of Impact; and
         WHEREAS, The CEO of Emergence Health Network, Ms. Daugherty
  is credited with energizing the company, which provides behavioral
  health and developmental disabilities programs, and expanding its
  services; and
         WHEREAS, Ms. Daugherty has emphasized preparation, and
  during the 2019 mass shooting in El Paso, she swiftly deployed the
  EHN emergency plan and had a team on site within an hour of the
  horrific incident; programs at the center today continue to help
  those who were impacted by the tragedy; and
         WHEREAS, When the COVID-19 pandemic hit Texas, EHN launched a
  remote crisis program in partnership with The University of Texas
  at El Paso, ensuring that interns could graduate on time despite the
  closure of clinicals; they were hired to provide phone support,
  thus gaining the experience they needed; in addition, EHN set up
  clinics on five El Paso Independent School District campuses to
  improve access to mental health care and ease the stigma around
  mental wellness programs; and
         WHEREAS, Ms. Daugherty has also focused on strengthening
  EHN's clinical services; with the advent of 988 as the national
  three-digit access number for the Suicide and Crisis hotline,
  Emergence became one of only four community centers serving as a 988
  center; moreover, it has been designated as a national
  Spanish-language center, receiving calls from all across the
  country; EHN has been an innovator in the justice-involved sector
  as well, increasing the number of Crisis Intervention Teams across
  the region and adding campus-based CIT in two local school
  districts; engaging in fruitful partnerships with local educators,
  the organization has seen positive results by embedding mental
  health services in schools to better reach children and parents
  alike; in addition, it maintains the IDD Learning Center to provide
  daytime rehabilitation that helps individuals with developmental
  disabilities reach the highest possible degree of independence; and
         WHEREAS, While fulfilling her many responsibilities,
  Ms. Daugherty also generously shares her time and expertise as a
  member of the boards of the FEMAP Foundation, Project Amistad, and
  the FBI Citizens Academy, among other organizations; and
         WHEREAS, Kristi Daugherty has made a positive difference in
  the lives of countless El Paso residents through her vision and
  leadership at the helm of Emergence Health Network, and she is
  richly deserving of this accolade; now, therefore, be it
         RESOLVED, That the Senate of the 88th Texas Legislature
  hereby congratulate Kristi Daugherty on her selection as one of El
  Paso Inc.'s 2022 Women of Impact and extend to her sincere best
  wishes for continued success; and, be it further
         RESOLVED, That an official copy of this resolution be
  prepared for Ms. Daugherty as an expression of high regard by the
  Texas Senate.
