LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

April 24, 2023

TO:
Honorable Terry Canales, Chair, House Committee on Transportation

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB575 by Leo-Wilson (Relating to the cessation of tolls on segments of State Highway 99 located in certain counties.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would amend Transportation Code, Chapter 228, to prohibit the Texas Department of Transportation (TxDOT) from charging a toll on a segment of State Highway 99 located in a county with a population less than 75,000 if the county submits a resolution to TxDOT stating that imposition of tolls on the segment has created a safety hazard on another state highway located in the county; and construction on or closure of a highway or other public road is located within two miles of the segment.

TxDOT reports that the segment of State Highway 99, subject to the provisions of the bill, is part of the Grand Parkway System and that revenue from the system is deposited in a trust for the benefit of the the Grand Parkway Transportation Corporations' bondholders. Based on the information provided by TxDOT, it is assumed implementation of the bill would not result in a significant fiscal impact to the State.

Local Government Impact

No fiscal implication to units of local government is anticipated.
