LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

May 6, 2023

TO:
Honorable Charles Perry, Chair, Senate Committee on Water, Agriculture & Rural Affairs

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB2063 by Talarico (Relating to required informed consent before a dog or cat may be boarded at a kennel and left unattended; providing a civil penalty.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would prohibit certain kennel owners or operators boarding or providing services to a dog or cat at the kennel from leaving the animal unattended without an employee present unless the kennel owner or operator provides written notice to the owner of the animal and the owner of the animal provides a signed document consenting to the action. The bill would establish a civil penalty to be imposed for failure to comply with the notice requirements.

The Office of Court Administration indicates no significant fiscal impact to the state court system is anticipated. While it is assumed that any state revenue impact would not be significant, it would be dependent on the number of violations committed.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
