The fiscal implications of the bill cannot be determined due to the unavailability of data related to the number of institutions and students that would be participating in the pilot program.

The bill would create a digital course materials pilot program administered by the Higher Education Coordinating Board (Board). Under provisions of the bill, the Board would award grants to participating eligible institutions to provide financial assistance to students for the cost of accessing digital course materials.
