LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

March 20, 2023

TO:
Honorable Ryan Guillen, Chair, House Committee on Community Safety, Select

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB2242 by Howard (Relating to the use of dynamic message signs for the Keep 'Em Safe Texas Gun Storage Campaign.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Department of Transportation (TxDOT), in consultation with the Department of Public Safety (DPS), to establish and implement a plan to provide information regarding the DPS "Keep 'Em Safe Texas Gun Storage Campaign", using an existing system of dynamic message signs. TxDOT would not be required to use dynamic message signs for this purpose if the United States Department of Transportation Federal Highway Administration notifies TxDOT that this use would result in the loss of federal highway funding or other punitive actions against the state due to noncompliance with federal laws, regulations, or policies.

Based on the information provided by TxDOT and DPS, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the agencies' existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
