Fiscal Analysis

The bill would amend the Transportation Code to require an application for vehicle registration to provide a space for an applicant to voluntarily indicate that the applicant may transport a person with a disability.  

The bill would allow the Department of Motor Vehicles (DMV) to provide the Department of Public Safety (DPS) with the vehicle registration information for the purpose of alerting a peace officer who makes a traffic stop that the operator may be transporting a person with a disability. 

The bill would make the information provided to each agency confidential and for agency use only. 

The bill would take effect September 1, 2023.

Methodology

According to DMV, the agency would incur one-time technology costs totaling $268,460 in fiscal year 2024 from the TxDMV Fund No. 10 to add an indicator to capture a voluntary indication from an applicant who may transport a person with a disability within multiple department transaction systems including the Registration and Title system, webDEALER, Internet Vehicle Title and Registration Service system, and the Texas International Registration Plan system.

According to DPS, any costs to the agency associated with the bill could be absorbed using existing resources.
