LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 88TH LEGISLATIVE REGULAR SESSION

May 18, 2023

TO:
Honorable Robert Nichols, Chair, Senate Committee on Transportation

FROM:
Jerry McGinty, Director, Legislative Budget Board

IN RE:
HB2323 by Hayes (Relating to the issuance of general-issue license plates commemorating the 100th anniversary of the writing of the state song.), As Engrossed

No significant fiscal implication to the State is anticipated.

The bill would amend Transportation Code, Section 504.005, to require license plates issued by the Texas Department of Motor Vehicles (TxDMV) during the five-year period beginning January 1, 2024, other than specialty license plates, to be designed to commemorate the 100th anniversary of the writing of the Texas state song. The bill would require TxDMV to deplete its inventory of general-issue license plates before issuing the commemorative license plates. The provisions of the bill would expire on January 1, 2030.

Based on the information provided by TxDMV, it is assumed any costs or duties associated with implementing the provisions of the bill could be absorbed within the department's existing resources.

Local Government Impact

No fiscal implication to units of local government is anticipated.
