No significant fiscal implication to the State is anticipated.
This bill would amend Government Code Section 403.055 (Comptroller Payments to Debtors or Delinquents Prohibited) to add Subsection (e-1), to allow the Comptroller to issue a payment to a person indebted to the state after having withheld the amount of the indebtedness; and to add (g-1), to detail a state agency's reporting and notification requirements related to such indebtedness.
According to the Comptroller, the bill would have no fiscal impact to the state.
The bill would take effect September 1, 2023.
