Fiscal Analysis
The bill would amend the Agriculture Code relating to the establishment of the food systems security and resiliency office within the Department of Agriculture (TDA).
The bill would direct TDA to establish a food system security office within the agency and require that the office to coordinate state resources and programs, ensure a food system free of disruption, promote the growth, manufacture and processing of agricultural products for farm-to-store and farm-to-table consumption, develop regional food system security and resiliency planning by working with other state agencies, counties, municipalities, school districts and local governments; and promote policies to establish more localized food markets or food access points.
The office shall, not later than December 1 of each even-numbered year, make recommendations to the legislature for legislation that may improve food system security and resiliency.
If the Texas food system security and resiliency planning council is established by an Act of the 88th Legislature, Regular Session, 2023, the office shall manage that council and coordinate with that council to implement the provisions of this bill.
Methodology
Based on information provided by TDA, this analysis assumes TDA would need 2.0 FTEs, related operating equipment and expenses. To administer the food systems security and resiliency office the agency would require a Program Specialist IV and a Program Specialist V. The estimated cost for both FTEs is $195,267 in 2024 and $182,723 in each subsequent fiscal year.

No significant fiscal implication to units of local government is anticipated.
