Fiscal Analysis
The bill would amend the Water Code to require the Texas Commission on Environmental Quality (TCEQ) to consider the effects of preproduction plastic pollution in the strategic and comprehensive monitoring of water quality and periodic assessment across watersheds and river basins in the state.
Methodology
Based on information provided by TCEQ, this analysis assumes that the agency would have to purchase analytical laboratory equipment to complete an analysis of preproduction plastic pollution to implement the provisions of the bill.
This analysis assumes that the equipment needed would be provided from General Revenue-Dedicated Water Resource Management Account No. 153. The total cost of this equipment would be $400,000 in fiscal year 2024. It is assumed that any costs related to using the equipment or maintenance on it could be absorbed using existing resources.
