Estimated Two-year Net Impact to General Revenue Related Funds for HB4845, Committee Report 1st House, Substituted : a negative impact of ($4,016,000) through the biennium ending August 31, 2025.
The Texas Education Agency (TEA) is required to implement a provision of the bill only if the legislature appropriates money specifically for that purpose. If the legislature does not appropriate money specifically for that purpose, the TEA may, but is not required to, implement a provision of the bill using other appropriations available for that purpose.
The bill would make no appropriation but could provide the legal basis for an appropriation of funds to implement the provisions of the bill.

Fiscal Analysis
The bill would require TEA to develop and administer a Bullying Prevention Pilot grant program for school districts. Funding for the grant program would also be used to provide technical assistance for grant recipients, including through education service centers (ESCs).
Methodology
This analysis assumes the need for 2 full-time equivalents (FTEs) at a cost of $242,000 in fiscal year 2024 and $234,000 in subsequent years to establish a Bullying Prevention Pilot grant program. These FTEs would collaborate with experts and researchers, establish curriculum for the program, establish grant criteria, and coordinate technical assistance utilizing ESC staff.
This analysis assumes the cost to convene a panel of experts, researchers and stakeholders and create a pilot curriculum to be $100,000. Technical assistance would be provided through an annual grant of $200,000 to ESCs. Data collection and analysis costs are estimated to be $20,000 per year.
This analysis assumes 10 district grants totaling $1,000,000 would be made in fiscal year 2024 and 20 district grants totaling $2,000,000 would be made in subsequent years.
Local Government Impact
Participating districts would designate up to 3 campuses to participate in the pilot program. These districts would receive additional grant funding under the bill to offset costs associated with implementing the program.
