HB4921 by Murr (Relating to the establishment of an adult education pilot program for certain inmates of the Texas Department of Criminal Justice.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would require the Texas Department of Criminal Justice (TDCJ) to establish a pilot program with a nonprofit entity to provide adult education and vocational opportunities to eligible inmates. The bill stipulates that this program be available at no fewer than three facilities and at no more than five, chosen by TDCJ. 

This analysis assumes funding would flow to these nonprofit entities through the Foundation School Program at the Texas Education Agency (TEA). Based on estimates provided by TDCJ and TEA, it is assumed any costs associated with the bill could be absorbed using existing resources.

No significant fiscal implication to units of local government is anticipated.
