The bill would provide the Texas Medical Board, or another state regulatory agency with jurisdiction over a health care provider, the authority to revoke the license, certification, or authorization of a physician or health care provider who has violated the bill's provisions.
The bill would amend the Insurance Code to prohibit a professional liability insurance policy from covering damages assessed relating to section one of this bill.
According to the Texas Medical Board, increases in the number of complaints relating to the revoking of licenses, certifications, or authorizations of a physician or health care provider who has violated the bill's provisions cannot be estimated; however, this estimate assumes costs to the state will be minimal and no significant fiscal impact to the state is anticipated.
Based on the analysis of the Department of Insurance and Health and Human Services Commission, duties and responsibilities associated with implementing the provisions of the bill could be accomplished by utilizing existing resources.
No significant fiscal implication to units of local government is anticipated.
