Fiscal Analysis
The bill would amend the Government Code to make information pertaining to a license holder or applicant's driver's license number, home address, home telephone, electronic mail address, social security number, date of birth, state identification number, passport number, emergency contact information, license application, emergency contact information, and payment information able to be made confidential and restricted from public access. The bill would take effect September 1, 2023.
Methodology
Based on the analysis of the Health and Human Services Commission (HHSC), this estimate assumes that the agency would require additional funding for changes to the Childcare Licensing Automated Support System (CLASS) and Texas Unified Licensure Information Portal (TULIP) systems. The changes to these systems would be required in order to not display information on applicants and license holders that would become confidential under the provisions of the bill. To implement these changes, it would be a one-time cost of $547,627 in All Funds in fiscal year 2025.
Based on the analysis of the Department of Public Safety, The Board of Plumbing Examiners, the Alcoholic Beverage Commission, the Texas Medical Board, the Texas State Board of Plumbing Examiners, the Texas Board of Nursing, The Behavioral Health Executive Council, the Optometry Board, the Board of Pharmacy, and the Department of Family and Protective Services, duties and responsibilities associated with implementing the bill could be accomplished by utilizing existing resources.
Technology
This estimate assumes that for HHSC to implement the provisions of the bill, the agency would need to make changes to their CLASS and TULIP systems to ensure that information that would be made confidential is not displayed.
Local Government Impact
No significant fiscal implication to units of local government is anticipated.
