SB1098 by Paxton (Relating to the rights of a parent or guardian with a child in a child-care facility.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would allow a parent or guardian of a child in a child-care facility certain rights including to enter and inspect child care facilities during the facility's hours of operation.  

According to the Department of Family and Protective Services (DFPS), child-care facilities defined in Chapter 42 of the Human Resources Code, includes foster care homes and other 24-hour residential facilities that care for foster children. The agency has indicated, that the bill as written could allow a parent whose child was removed by DFPS could visit and inspect a foster family home. 

It is assumed any costs to DFPS and the Health and Human Services Commission could be absorbed within existing resources. In addition, this analysis assumes no cost to the Texas Workforce Commission. 

Local Government Impact

No fiscal implication to units of local government is anticipated.
