The fiscal implications of the bill cannot be determined due to an unknown amount of case assistance affiliate services that would result in an increase of administrative expenses paid by the state.

The bill would require the Health and Human Services Commission (HHSC) to establish and seek approval for a statewide case assistance affiliate program. The bill would require HHSC to allow a case assistance affiliate (CAA) to categorize the services provided as an administrative expense.  

According to HHSC, the bill would require additional full-time equivalent positions to implement and oversee the program. The bill would have an unknown fiscal impact related to the reimbursement of CAA services as an administrative expense. Currently, CAA services are not billable services and managed care organizations are not reimbursed by HHSC. The fiscal implications cannot be estimated due to an unknown amount of CAA services that would result in administrative expenses.    

Local Government Impact

No fiscal implication to units of local government is anticipated.
