No significant fiscal implication to the State is anticipated.
The bill transfers administrative authority for the Texas Innovative Adult Career Education (ACE) Grant Program to the Higher Education Coordinating Board. Currently, Austin Community College is the administrator of the ACE Program. In the 2022-23 General Appropriations Act, Austin Community College was appropriated $4.3 million in General Revenue for the program. This funding level has been maintained in the Senate and House versions of the General Appropriations bill for the 2024-25 biennium. It is assumed any costs associated with the transfer of the program to the Higher Education Coordinating Board would be offset by savings for Austin Community College in not having to administer the program.
