Pursuant to a notice posted on March 17, 2023, and permission granted on March 23, 2023, to meet while the House was in session, the House Committee on Environmental Regulation met in a public hearing and was called to order by the chair, Representative Landgraf, at 11:55 a.m.

The initial quorum call was answered as follows: Representatives Landgraf; Guerra; Bell, Keith; Dean; Kuempel; Lopez, Janie; Meza; and Reynolds.

A quorum was present.

The committee heard invited testimony from the Texas Sunset Advisory Commission to discuss a general overview of the Sunset process.

The chair laid out HB 1505.

The chair offered a complete committee substitute.

The chair recognized Representative Bell, Keith to explain HB 1505.
