A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to contracting with companies that boycott or discriminate |
|
against certain entities. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. This Act may be cited as the "Freedom of Speech |
|
Act." |
|
SECTION 2. Section 403.606, Government Code, is amended to |
|
read as follows: |
|
Sec. 403.606. CERTAIN PERSONS INELIGIBLE. A person is not |
|
eligible to submit an application to the comptroller or enter into |
|
an agreement under this subchapter if the person is a company that |
|
is listed as ineligible to receive a state contract or investment |
|
under Chapter 808, 809, 2270, [2271,] or 2275 [2274, as added by |
|
Chapters 529 (S.B. 13), 530 (S.B. 19), and 975 (S.B. 2116), Acts of |
|
the 87th Legislature, Regular Session, 2021]. |
|
SECTION 3. Section 2400.0015, Government Code, is amended |
|
to read as follows: |
|
Sec. 2400.0015. APPLICABILITY. This chapter does not apply |
|
to an investment prohibited under Chapter 808 [or a contract |
|
prohibited under Chapter 2271]. |
|
SECTION 4. The following chapters of the Government Code |
|
are repealed: |
|
(1) Chapter 2271; |
|
(2) Chapter 2274; and |
|
(3) Chapter 2276. |
|
SECTION 5. This Act takes effect immediately if it receives |
|
a vote of two-thirds of all the members elected to each house, as |
|
provided by Section 39, Article III, Texas Constitution. If this |
|
Act does not receive the vote necessary for immediate effect, this |
|
Act takes effect September 1, 2025. |
