A BILL TO BE ENTITLED
|
|
AN ACT
|
|
relating to a limitation on the salary paid to officers and |
|
employees of this state and political subdivisions of this state. |
|
BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS: |
|
SECTION 1. Subchapter B, Chapter 659, Government Code, is |
|
amended by adding Section 659.0111 to read as follows: |
|
Sec. 659.0111. LIMITATION ON SALARY. Notwithstanding any |
|
other law, the taxpayer funded salary of a state officer or employee |
|
may not exceed the amount of the salary set by the biennial |
|
appropriations act for the governor. |
|
SECTION 2. Chapter 180, Local Government Code, is amended |
|
by adding Section 180.011 to read as follows: |
|
Sec. 180.011. LIMITATION ON SALARY FOR OFFICER OR EMPLOYEE |
|
OF POLITICAL SUBDIVISION. (a) In this section, "political |
|
subdivision" means a county, municipality, special district, |
|
school district, junior college district, or other political |
|
subdivision of this state. |
|
(b) Notwithstanding any other law, the taxpayer funded |
|
salary of an officer or employee of a political subdivision may not |
|
exceed the amount of the salary set by the General Appropriations |
|
Act for the governor. |
|
SECTION 3. Section 659.0111, Government Code, and Section |
|
180.011, Local Government Code, as added by this Act, apply only to |
|
a salary agreement or employment contract entered into on or after |
|
the effective date of this Act. A salary agreement or employment |
|
contract entered into before the effective date of this Act is |
|
governed by the law in effect at the time the agreement or contract |
|
was entered into, and the former law is continued in effect for that |
|
purpose. |
|
SECTION 4. This Act applies beginning with the state fiscal |
|
biennium that begins September 1, 2025. |
|
SECTION 5. This Act takes effect September 1, 2025. |
