A BILL TO BE ENTITLED
 
AN ACT
  relating to requiring an opportunity for an annual physical
  examination for certain students, interns, residents, and fellows
  enrolled in or receiving residency training or clinical education
  from public and private medical schools and graduate medical
  education programs.
         BE IT ENACTED BY THE LEGISLATURE OF THE STATE OF TEXAS:
         SECTION 1.  Subchapter Z, Chapter 51, Education Code, is
  amended by adding Section 51.9521 to read as follows:
         Sec. 51.9521.  PHYSICAL EXAMINATION FOR MEDICAL SCHOOL AND
  GRADUATE MEDICAL EDUCATION STUDENTS. (a)  In this section:
               (1)  "Coordinating board" means the Texas Higher
  Education Coordinating Board.
               (2)  "Graduate medical education program" has the
  meaning assigned by Section 58A.001.
               (3)  "Medical school" has the meaning assigned by
  Section 61.501.
         (b)  The coordinating board by rule shall require medical
  schools and graduate medical education programs to, for each
  student, intern, resident, and fellow, as applicable, enrolled in
  the medical school or receiving residency training or clinical
  education under the graduate medical education program, as
  applicable:
               (1)  designate a time during each academic year to
  receive a physical examination; and
               (2)  provide notification of the availability and
  importance of receiving an annual physical examination.
         SECTION 2.  This Act applies beginning with the 2025-2026
  academic year.
         SECTION 3.  This Act takes effect immediately if it receives
  a vote of two-thirds of all the members elected to each house, as
  provided by Section 39, Article III, Texas Constitution.  If this
  Act does not receive the vote necessary for immediate effect, this
  Act takes effect September 1, 2025.
